Likely of Proto-Indo-European origin but the exact root is difficult to pinpoint. Suggestions have included *h₂welh₁- (“wool”) and *welg- (“damp, humid”). Also compare Lithuanian vẽlės (“ghostly figures of the deceased”), archaic form of modern velnias (“demon, devil”). More at Veles.
